BKL Engineers/Architects was founded in 1946. We began our long-standing service by providing Civil Engineering services in Oklahoma on such landmark projects as:
- Tulsa Metropolitan Expressway System Master Plan
- Tulsa Port of Catoosa
- Tulsa’s North and Southside Wastewater Treatment Plants
- Original roadway and bridge designs for the Oklahoma Department of Transportation and the Oklahoma Turnpike Authority
Since adding Architectural services in 1969, BKL has become an authority in Justice Architecture as well as a leader in the design of municipal, religious, institutional, and manufacturing facilities.
Our Present & Future
Today, with the leadership of principals Stacy Loeffler, Daniel Polasek and Jenni Hammock, BKL continues to be at the forefront of engineering and architecture.
The firm is building on experience and taking BKL into the future with innovative projects such as the Rogers County Courthouse, Mayes County Fairgrounds, Owasso 96th Street N. & U.S. 169 Interchange, and numerous other transportation and architectural projects in Oklahoma.
With the efficiency of a small business, we are bringing to the table a team with the depth of experience and expertise of large national firms.

BKL’s roots reach back to 1946, when William J. Fell co-founded Fell and Wheeler, Consulting Engineers, in Tulsa. Through the years, we have been involved with many high profile projects in the region.
